Mega Man’s Ultimate Armor:

On the character selection screen, place the cursor on Mega Man, then press the directional pad up twice and down nine times; a sound will indicate if you did it correctly.

Zero’s Black Armor:

On the character selection screen, place the cursor on Zero, then press the directional pad down twice and up nine times; a sound will indicate if you did it correctly.
